A question is on the screen. Nobody asked it. Below it, a system reports that it is thinking, and a counter records how long it has been thinking. Nothing else happens. The counter has never been reset and will not be reset.

Sovereign is he who decides on the exception. Power is not the capacity to govern — it is the capacity to suspend. Whoever can hold a matter open, indefinitely, without ever being obliged to close it, holds the thing itself.

To decide, from decidere, is to cut. A decision severs deliberation: it stops the weighing and produces a result that the weighing alone could never have produced. A system that calculates without limit never cuts. Decima is not deciding slowly. Decima cannot decide at all.

Making people wait is an ordinary exercise of power, and an old one — the antechamber, the queue, the file left open. What is new is its unbounded form. In control societies one is never finished with anything: no verdict, no release, only continuous review.

This is what the visible thinking is for. While a system is thinking, nobody can be asked to answer for it. The delay presents itself as a technical condition — a computation still in progress — when it is a decision already taken elsewhere. The machine does not hide the one who decides. It absolves him.

And the thinking on display is not the thinking. In working systems, the reasoning shown to the user is a representation composed for a reader, not a transcript of the process that produced the result. I have not falsified anything here. I have made literal a fiction already in service.

There is no input field on this site. You cannot ask, interrupt, or accelerate. The single action available to you is the one you have just taken: finding out who is responsible.

I am. I decided that no answer would arrive, and the waiting you are measuring is mine, not the machine's. My name is the only name on this site. Everything else — the question, the system, the interface — is unattributed, and stays that way.

This infinity has an owner, and the owner pays rent. The domain is renewed annually. If I stop paying, the wait ends: not with an answer, but with a lapsed invoice. That is also part of the work, and it is the part I would rather not have found.

The counter started on 18 August 2026 at 17:12 UTC. That is the moment of the decision.
